Castiel’s eyes did not waiver from Zachariah as he waited for his superior to speak and/or act. There had to be a reason for him to not only contact them but to be down one earth in a human vessel all of these things were not so easily decided upon and acted on…which was of very little comfort.
Really you two, I'm hurt! Are you not glad to see me?" … I heard about Uriel, I have decided to take a more active role in current events."
The small twinge of comfort Castiel had felt by the angels first statement was quickly dashed by the second statement he had uttered. It was obvious that Zachariah would have heard about Uriel; it was very possible every garrison serving their Father had heard what had become of Uriel and that did not make Castiel’s predicaments any better.
“I am sorry about Uriel…there was no way in which to stop our brother’s fall…he had long since…he could not be saved…I could not…I…” for the first time in what felt like very well forever Castiel was a complete loss for words as he stared back at his superior. He had failed and he knew that more so then anyone would ever be able to tell him. The failure he had was not only against their Father but one against his brother and their entire garrison and in Castiel’s mind that was one he did not seek forgiveness for since he was at fault.
The words absent from him Castiel’s gaze shifted from Zachariah and fell upon the ground beneath their feet. He could not understand everything he was feeling and he did not wish to experience such a consuming feeling of loss and isolation but he knew nothing else at the moment. He had thought a break in the silence would mean hope but Zachariah’s appearance had only caused his sense of consuming loss to worsen and his own concerns that he had failed the Father grew ten fold.
“What, I'm only good enough to send people to kill me but you thought you'd make me do one last thing before you finish the job.”
Anna’s harsh words grasped Castiel’s broken focus and placed it back upon her as Castiel had no desire to see another that he cared about struck down in the same day. There had already been far too much loss in the realms of their Father.
“Anna…” Castiel’s voice sounded behind her with a hint of warning to it as his hand reached out to grab her arm gently. As his hand made contact with her arm he pulled it back though the idea of such a human gesture alien to him when it came to Anna who was still a fallen sister.

Castiel's discomfort in Zachariah's presence was at first surprising, but then understandable. The lesser angel clearly felt guilty for his brother's fall. Zachariah shook his head, Castiel's guilt was misplace, and would only weigh him down.
"Uriel's fall was not you're fault Castiel, our brother made his own choices. I knew of his violent tendencies and dislike of humanity, but still was surprised by his betrayal. You are being put in charge of the garrison again, it was a mistake for me to have listened to Uriel's charges against you."
Anna's anger and worry were expected, if Zachariah had been in her shoes he would probably be saying the same thing. When he had passed those orders down to his garrison, Anna hadn't been seen in years. No one knew why she had fallen, or whose side she was now on. The normal assumption in cases of fallen angels was that the angel intended on joining the ranks of Lucifer, which Anna had clearly no intention of doing.

“Anna…”
She heard Castiel’s voice sound behind her with a hint of warning to it. She sensed movement from his direction as well and felt his hand lightly touch her arm before retracting just as quickly as she'd felt it, as if she'd imagined it.
Anna turned slightly to look at him and her stiff posture loosened slightly when she saw the look on his face. "I am sorry," she said quietly. Whether the apology was to Zachariah for snapping at him or to Castiel for bringing him more worry was up to interpretation. Turning fully she hesitated before fulfilling what the other could not; she laid a hand on his arm.
"Zachariah is right. It was not your fault. Maybe you will believe his words if you will not believe mine."
She then heard Zachariah start speaking again, this time to her.
"Those order's did not originate from me, and I don't have the intention of carrying them out. I know now that you're not a threat to humanity Anna, but there are now angels within the garrison who do pose a threat. They need to be rooted out before more harm is done. Castiel will need your help in finding them."
Her gaze snapped to her former superior once more and her grip on Castiel's arm tightened for a second as she stood there confused. Zachariah would not fulfill the order?
"You want me to help you?"
Anna tilted her head as she tried to figure out what was going on. Zachariah was asking her to come and help them find out who else had fallen like Uriel. "To find the others like Uriel?"
She bit her lip, a very human gesture of hard concentration as she looked to the ground once more before back at her superior. She then looked at Castiel who she had yet to let go of.
"Will you permit me to help you find those who have fallen?"
She then looked at Zachariah. "Do you think Father would let this task help me atone for my sins? I do not wish to put you two in danger but I wish to help."

“Uriel's fall was not your fault Castiel, our brother made his own choices…”
Castiel knew very well that they were each capable of making their own choices and feeling and choosing disobedience and Castiel knew far more than most that Uriel had been extremely strong willed and capable of doing much but as hard as he attempted to fully grasp on to Zachariah’s word there was still the pull of doubt upon him that there was something he could have done to save his fallen brother from the fate that had befallen him.
“…I should have kn…” Castiel’s words were cut off as Zachariah continued with his own. Castiel could not hide the look of confusion which crossed his face as Zachariah explained he would once more be placed as head of their garrison and that it had been Uriel who had brought the charges against Castiel to his superiors. He had known that Uriel did not understand his care for their Father’s children but he would not have thought his brother would hold such distrust for him…but then again it would have appeared there were many things Castiel did not know about his brother.
“Yes sir.”
Castiel’s response to Zachariah’s words were simple and direct enough but his tone alone still held the deep hurt he felt within his soul one he wished he could have been rid of since at times it felt as though it would very well suffocate him. Anna’s voice interrupted Castiel’s own thoughts. Castiel could not silence the flinch which coursed through him as Anna took hold of his arm his eyes locked with hers. Though he had flinched he did not pull away from her hold upon him as he had done so many times before.
"Zachariah is right. It was not your fault. Maybe you will believe his words if you will not believe mine."
“I do…I believe you both..but it does not…it does not silence the loss,” castile attempted to explain as he stared back at Anna . He did not know how else to explain what it was he felt. It was a consuming sense of loss and there may have been a name or an emotion for it that Castiel did not know but he knew it was unbearable.
Castiel’s own surprise must have shown clearly on his face as Zachariah explained that he would not carry out the orders that had been sent down in regards to Anna. That alone was more then surprising especially considering Zachariahs place and the power he held. That statement alone had done something to cause the void within Castiel to heal ever so slightly. It proved that there was not all bad within their ranks and that there was truly good who still ordered for their father and what their Father’s love stood for.
Castiel’s gaze fell upon Anna hand that still clutched his arm. The gesture he knew was done out of kindness but Castiel still felt exceedingly uncomfortable with the close proximity.
“If it is our Father’s will…then yes.”
Castiel would never go against the orders which were given to him and if Zachariah had faith in Anna and her ability to help them in this war then he would work willingly with her as his sister and no longer as a fallen even if so many would still view her as so.
Castiel’s eyes shifted from Anna as he looked back at Zachariah so many different questions invading him.
“Is it believed that Uriel convinced a good number of our brothers and sisters to join his cause to raise Lucifer?”
Their garrison had lost so many with the 7 angels and 8 including Uriel they had already lost; Castiel hated to think on the numbers they would lose once it came to light how many had fallen into the grasps of Uriel’s ideas to break the seals and destroy humanity along side of Lucifer.

Having seen many he was close to fall to Lucifer's blasphemies during the first war, Zachariah knew what Castiel must be going through. He could only hope that time allowed his subordinate's pain to lessen, for now though, Castiel was needed in the field of battle. He was a good leader, and his sense of right and wrong would be useful now that he was on alert for false orders.
Zachariah smiled slightly when Anna and Castiel agreed to work together to identify the rouge angels. They would be able to watch each others backs in the days a head, and protect one another from the enemy's lies. Zachariah also saw the hope that his request gave Anna, he did not know how to answer her. He had never heard of a fallen angel being accepted back into the fold, on the other hand, he had not heard of any who tried. Zachariah had faith in his Father's mercy and love -- he could only tell Anna the truth.
"I do not know sister. I would like to believe so, but I cannot speak for our Father. As for the garrison. . .we believe that some fell for Uriel's blasphemy. They would not be very strong in number, or else they would have acted already. Right now you two are the only ones I can trust to handle this matter. This will be hard for you, hunting down your own brethren, but we cannot let them compromise more seals. I would see to it myself, but my orders involving Dean Winchester take priority."

“If it is our Father’s will…then yes.”
Anna should have expected an answer like this from Castiel. They had come far this day in mending the rift between them but she knew it would be a long time, if ever, before they would fully reconcile. She gave a small nod.
"Thank you," she murmured before letting go of his arm and turning her attention to Zachariah who had begun to answer her question.
She was grateful he did not sugarcoat his unsure answer and felt some hope when he expressed he wished to believe so with her. Anna knew that was the most she could ask for in her situation and stood tall, looking at the ground for a moment before raising her chin.
"I understand Zachariah," she said. "I will do whatever I can to help our side. We will let no more fall."
For a moment it seemed as if her commanding air had returned and she stared into Zachariah's eyes. No. No more would fall because of Uriel. She would see to that. She would take no pleasure in having to take out another of their kind if it came to that but she would if it was necessary. They could take no more chances. They could have no more broken seals. They could have no more Uriels.

Confusion clearly flashed itself across Castiel’s face as he processed the last few words that Zachariah had spoken as he further explained his presence on earth and in the form of a human vessel which was still a very surprising course of action for the superior angel.
“Orders involving Dean Winchester?”
Castiel knew it was not his place to question the orders of those above him but Dean Winchester had been his charge since he had pulled the eldest Winchester from the pits of hell and had returned him to the earth to do the will of God. By no means had it been an easy set of orders to carry out especially since both of the Winchester brothers seemed to be set upon doing the exact opposite of everything that was asked of them.
Castiel would make no assumptions on how he was viewed by Dean but he would have liked to believe that somewhere along the course of the months he had spent aiding the Winchesters in the war that at least Dean would have trusted him if not Samuel. But Castiel knew first hand that the trust of the Winchetsers was not something that was given or earned without much strife.
Castiel had seen how much damage the knowledge that Alastair had shared with Dean about being the one who had broken the first seal. As much as he had tried to explain to Dean that indeed he was strong enough to deal with all that was given to him and that God would never give him or any of his children more then they could handle but Castiel knew his words had made no impact upon the broken spirit of the eldest Winchester.

Zachariah saw an immediate change in Anna, her stance seemed straighter and there was a very familiar glint in her eyes. It was comforting to see this side of his sister again. Her strength would be needed for the dark path ahead of them.
"I'll leave the planning to the two of you then."
From the look on Castiel's face, Zachariah could tell that his subordinate was worried about what he had in store for Dean Winchester. The higher ranking angel was not surprised when his brother inquired about it -- while others may see Castiel's new emotions regarding Dean Winchester as a liability, Zachariah had recently come to the realization that these emotions only made his brother a more capable protector. Considering Dean's role in this crisis, the boy would need all the help he could get.
"Don't worry Castiel. The higher ups feel that the weight of Dean's experience in hell has made him forget himself. I've been sent to remind him of who he was before all this."

Castiel knew how important Dean's role was in the war they were all fighting to stop Lucifer from rising but a part of him was rather unsire on how the involvement of angels of such status like Zachariah would go as far as the eldst Winchester was concerned. But he would not question and he would of course not protest especially not to Zachariah who was his superior.
Castiel was very much aware that he tended to harbor more emotions as he had been told they were towards his charges. He felt as an angel of the Lord it was his mission to protect those his Father ahd placed him over and he would not fail at his job. This had been something Uriel had classified as one of Castiel's major weaknesses. But with the knowledge that his brother had spoken out against him on more then one occasion there were obviously several more fault Castiel had as far as those higher in the garrison were concerned.
But Castiel served God and that was something which would never change; without his Father he was nothing.
"I believe a well wish of luck would be needed for you then sir. The Winchesters...I believe you could say they are not welcoming for the most part of the paths we play in their lives. If I can be of assistance I would gladly help."
Castiel glanced over at Anna for a moment ebfore returning his eyes down to the ground beneath his feet. The war before them was only going to grow more violent and dark and Castiel did not look forward having to hunt down their own in order to weed out who else it was that had pledged themselves to Uriel's plan to raise their fallen brother.

Anna watched the two silently and crossed her arms, watching one, then the other, then looking up to the sky. She knew nothing of what was in store for them from their father but she had a feeling it was going to get a whole lot worse before it got better...if they defeated Lilith and Lucifer.
No, not if. When. She was there to make sure of that. They would no fail. The thought of getting a task like in the old days had her fired up a bit and she did not feel happy about wanting to start 'hunting' their brethren.
Her gaze moved to Castiel when he wished Zachariah luck like a human would and she felt a smile tugging at her lips. It was entertaining to see him try out the mortal phrase. With luck he'd get the hang of it sometime this millennium. "I would have to agree with Cas," she said, smiling at the two. "Dean especially gets a foul mouth when he is ordered to do things. I am surprised he hasn't bitten Castiel's head off yet." Of course she didn't mean physically.
